Level 3® Government Markets, located in Herndon, Virginia, is led by a seasoned team of executives with extensive federal sales and contract experience.

Level 3® Federal Markets is led by Edward C. Morche, Senior Vice President and General Manager. Mr. Morche has more than 16 years of domestic and international telecom experience with a diverse background in Network Operations, Engineering, Access Management, Sales, International Project Management and Domestic and International Voice Services. In this role, he has responsibility for overseeing all sales operations and leadership related to the Federal Government and Federal Systems Integrator segments at Level 3. Previously, he was Vice President of Carrier Offer Management at Level 3, where he has held multiple senior management positions within Product Management, Product Development, Business Development and Offer Management primarily focused on Level 3’s core Wholesale business. Prior to joining Level 3, he held leadership roles at Sprint Corporation, Sprint International, Global One, Teleglobe Communications Corporation and Igaea Communications. Mr. Morche holds undergraduate and graduate degrees from the Catholic University of America in Washington, D.C. and has been a resident of the National Capital Area for most of the last 23 years.

John Lind, Vice President of Sales for Level 3 Government Markets. Mr. Lind has been with Level 3 for over 10 years, and has held senior positions in the operations and sales organizations with experience in network development, project management, implementation and sales engineering. Previously, Mr. Lind was Vice President of Sales for the voice service providers segment within the Wholesale Markets Group, where he led sales teams focused on the Voice industry. Within his tenure at Level 3, Mr. Lind has also led the sales engineering teams within the Wholesale business, including the Federal Markets team. Before joining Level 3, Mr. Lind held various management roles in Regulatory Affairs and Operations at both MFS Communications and Cable & Wireless. Mr. Lind holds an undergraduate degree from Virginia Polytechnic Institute and State University and a graduate degree from George Mason University.

David Young, Sr Sales Director for Level 3 Government Markets, is responsible for all sales activities associated with the DoD and Intelligence Community as well as government contractors participating in the named market. Mr. Young has over 19 years experience in the telecommunications industry and has extensive experience developing business within federal markets, including DISA, DoD and the Intelligence Community. Prior to joining Level 3 in 2002, Mr. Young held a variety of positions in sales, capture, project and program management at AT&T, Lucent Technologies and Avaya.

Keith Molony is the Senior Director of Offer Management for Level 3’s Government Markets Federal Civilian and Systems Integrator segments. He has over 10 years of experience in telecommunications and high tech industries, with specific skills in service management, marketing, strategy and business development. Previously at Level 3, Mr. Molony led the Private Line service management team including supporting Level 3’s NETWORX Enterprise and other federal programs, and has also had responsibility for European Transport Services. Prior to joining Level 3, he worked for US WEST (now Qwest) in the product team supporting all market groups including Government Solutions.

Allen Bintz, Director of Sales Engineering for Level 3’s Government Markets, is responsible for pre-sales engineering activities associated with the design of government contract vehicles, work orders, and task orders awarded under Networx Enterprise, WITS3 and GSA Schedule 70 contract vehicles. Prior to joining Level 3, Mr. Bintz held a number of roles at Segovia Inc.; he was most recently the director of Voice over Internet Protocol (VoIP) services, responsible for the deployment of VoIP applications, vendor negotiations and development of customer service and operations management methodology. Mr. Bintz has more than 20 years of experience within the telecommunications industry working with such companies as Equant, Viewgate Networks and Sprint International/Global One. Mr. Bintz previously served in the United States Army Signal Corps.

Tim Donelson, Senior Director, is responsible for Program and Capture Management on Defense Contracts for Level 3 Government Markets. Previously, Mr. Donelson held several positions within Level 3, responsible for the deployment of approximately 18,000 miles of long-distance and metropolitan network fiber infrastructure. Mr. Donelson has 23 years of experience in the telecommunications industry with leading global providers of large-scale networks and systems for communications, transportation and security applications providing services to government agencies, private industry, public utilities, cable operators and telecommunication companies.
