Gail P. Smith Named Senior Vice President of International Sales and Marketing for Level 3

GAIL P. SMITH NAMED SENIOR VICE PRESIDENT OF INTERNATIONAL SALES AND MARKETING FOR LEVEL 3 COMMUNICATIONS

LONDON, UK, December 8, 1998 – Level 3 Communications, Inc. (Nasdaq: LVLT) today announced that Gail P. Smith has been appointed senior vice president of international sales and marketing for the company's international operations. Smith will be reporting to Colin Williams, president of Level 3's international operations, and will have the responsibility for overseeing all commercial operations in Europe as well as all European sales, marketing and customer service.

Prior to joining Level 3, Smith held senior management positions with MFS International and WorldCom International. Most recently, she was vice president and general manager for WorldCom International Networks, where she was responsible for WorldCom's global data services and their international network. She was also European marketing director during the start-up phase of MFS International. Prior to MFS, Smith held a variety of marketing positions with Motorola, Inc.
