Level 3 Names Charles C. Miller III as Vice Chairman, Board of Directors
Broomfield, CO, November 30, 2000Level 3 Communications, Inc. (Nasdaq: LVLT) announced today that Charles C. ("Buddy") Miller III has been appointed Vice Chairman of Level 3. Mr. Miller was formerly President of BellSouth International. During his tenure, BellSouth expanded its overseas operations more than 15 fold and turned from startup losses to overall profitability.

"I've known and respected Buddy Miller for a decade," said James Q. Crowe, Level 3 CEO. "I consider him one of the finest executives in the communications industry. His experience as an entrepreneur with global business experience is an important addition to our leadership team."

Mr. Miller is expected to focus his attention on capitalizing on the potential of Level 3's continuously upgradeable Internet Protocol network, both through traditional marketing as well as joint ventures and other relationships. "Current events in the interexchange carrier world are underscoring the fact that the telecommunications industry is in the process of disaggregating into forward, efficient companies." said Mr. Miller. "Jim Crowe and his Level 3 team were visionaries in spotting this trend early, as well as the fundamental transformation in telecommunications networks taking place because of rapid advances in fiber optic technologies and the explosion in bandwidth demand from the Internet. With its state-of-the-art and continuously upgradeable IP network, Level 3 has staked a bold claim to being the most efficient carrier of Internet Protocol traffic, and I am excited to have the opportunity to assist Level 3 in taking advantage of this enviable position."

A native of Piedmont, Alabama, Mr. Miller joined BellSouth in 1987, directing mergers and acquisitions for BellSouth Enterprises. He was promoted to Vice President Corporate Development in 1990 and to Vice President Strategic Planning and Development of BellSouth Corporation in 1993. Mr. Miller received undergraduate and law degrees from Harvard.
