Level 3 Announces New Customer Agreements For Global Transport Services

Services Purchased on Level 3 Network Segments in North America and on Company's Newly Activated Transatlantic Cable

BROOMFIELD, Colo., Feb. 6, 2001 - Level 3 Communications, Inc. (Nasdaq:LVLT) today announced it has signed agreements to provide network services to Infonet Services Corp.; Oracle Corp.; Telocity, Inc.; Verestar Inc.; and two international communications companies. All six companies have purchased (3)Link Private Line transport services from Level 3 either in the United States or on the company's newly activated transatlantic cable connecting its North American and European networks. The combined value of the agreements is approximately $45 million. "We're pleased that these companies have chosen our network for their data transport needs," said Dan Caruso, group vice president, Optical and IP Lines of Business for Level 3. "Now that construction of our global broadband network is essentially complete, we expect to see increasing demand for our transport services in North America and Europe, and on our transatlantic cable. We feel that the high growth rate of our Global Transport Services will grow significantly with the introduction in two weeks of an innovative new optical transport program designed initially for large communications carriers." Level 3 plans to officially launch the new optical transport program at CompTel's 20th anniversary convention later this month in Orlando, Florida. The new program features annual price decline and service activation commitments, and provides a cost effective alternative for companies that might otherwise build communications networks or install electronics to "light" dark fiber. The new program underscores Level 3's commitment to bringing Silicon Economics to the telecommunications industry. The new program initially will apply primarily to the company's (3)Link Global Wavelength service, but Level 3 expects the program will soon encompass its (3)Link Private Line, (3)CrossRoads and Softswitch services lines of business. "In many situations, (3)Link Global Wavelength services offer greater bandwidth flexibility and efficiency than other transmission options," said David Boyle, vice president of Global Optical and Transport Services for Level 3. "ISPs, carriers and other communications intensive companies can realize significant cost, time to market and bandwidth management advantages using our wavelength services." Global Transport Services
Level 3's Global Transport Services include (3)Link Private Line and (3)Link Global Wavelength. With (3)Link Private Line, customers receive highly reliable, dedicated bandwidth between specific points on Level 3's global broadband network, which is fully optimized for Internet Protocol. The network includes approximately 16,000 intercity miles in North America; 3,600 intercity miles in Europe; an undersea cable connecting Level 3's North American and European networks; 32 metropolitan networks in North America and Europe and 63 Level 3 data centers in North America, Europe and Asia. "(3)Link Private Line services provide our customers with the highly reliable connections they need to operate their businesses," said Jeff Tench, director of Global Optical and Transport Services for Level 3. "Private line services are ideal for companies that need to transmit large amounts of data, video or voice quickly and efficiently. They are also highly secure and not subject to transmission interference or tampering." (3)Link Global Wavelength services are positioned between Level 3's private line and dark fiber transport services. Many high bandwidth users of private line services can reduce their transmission costs by taking advantage of the bandwidth efficiencies that Level 3 wavelength services can offer. Dark fiber customers can lower their costs by using wavelengths to get a better bandwidth fit in service areas that don?t currently justify leasing dark fiber.
